Shelter Program Manager

Embrave: Agency to End Violence is a non-profit organization that provides shelter, counselling, and advocacy supports for women, Two-Spirit, genderqueer, trans and non-binary folks, and their children impacted by gender-based violence. We amplify the voices of survivors, educate the community, and inspire systemic change to create a society free of violence.

The Shelter Program Manager is responsible for the functioning of the service team. The Shelter Program Manager supervises all staff in the shelter, ensures day-to-day provision of crisis and support counseling, both individual and group, for survivors of violence and their children in a safe, secure confidential and empowering environment. The Shelter Program Manager works in collaboration with other Program Managers and the Chief Executive Officer to ensure high quality and consistent management practices within all programs. The incumbent supervises support staff that provides a clean, warm, inviting atmosphere for residents, and is responsible to assist in the development, and monitoring the residential program budget. As a member of the management team, contributes to the planning and achievement of longer-term agency goals and objectives.

Duties and Responsibilities

• Prepare all program purchases and send it to Office Manager for approval.
• Program Managers responsible for their shelters budget.
• Prepare monthly shelter schedules and completes all aspects of scheduling on a rotational basis with the other Shelter Program Manager
• Participate in onboarding new staff
• Prepare monthly and annual reports as required
• Analyze trends in programming, identifying issues and developing and recommending solutions to the Chief Executive Officer
• Work with the Chief Executive Officer to establish service targets, standards, and to conduct service planning
• Work with Chief Executive Officer to plan, formulate and recommend enhancements to programs and services, along with the necessary policies, which will further the objectives of the agency
• Establish service delivery policies and procedures
• Work with staff to develop ongoing programming and services for survivors of violence and their children
• Ensure that all statistical, program and file information is maintained for grants, reporting
• Supports the establishment of service targets and standards, and to plan shelter services accordingly
• Participates in the development and maintenance of Shelter policies and procedures
• Operates the Program within the approved budget
• Completes program evaluation and statistical reporting as required
• Prepares and maintains reports and records as required
• Ensures that the facility is maintained in keeping with legislation and preventative maintenance program
• Monitors compliance with Health & Safety regulations
• Continuously seek to improve the quality of services provided within the shelter
• Other duties may be required as per the guidelines set aside for the GBV sector by the Ministry and other overseeing bodies and funders.

Service Delivery

• Ensures effective delivery of service priorities, communicating service targets and standards to staff and volunteers
• Ensures smooth service delivery for survivors of violence and children who reside in the shelter consistent with the mission, vision and values of Embrave Agency to End Violence
• Attends team meetings and assists in coaching staff in case management
• Collaborates with other Program Managers where necessary
• Ensures the facilitation of the weekly resident meeting and supports groups
• Periodically checks in with residents to addresses challenges and ensures adequate support
• Responds to client questions as required
• Participates in case conferencing with partner agencies as required
• Addresses client concerns as required and supports staff in proactively dealing with challenges
• Ensures that all paperwork, statistical, program and files information is maintained
• Ensures that weekly personal needs allowance is prepared
• Maintains and approve staff time records, and submits to human resources on time
• Reconciles petty cash for program
• Works with Administrative Assistant to develop and maintains staff scheduling, and responds to requests for time off and shift changes in a manner consistent with agency policies
• Ensures smooth shift changes that do not interfere with service provision
• Assists in the development and management of Volunteer and Student Program
• Advocates as needed systemically on behalf of survivors of violence and their children for medical, social assistance, CAS, and legal services
• Authorizes staff requests and expense reports

Staff and Team Supervision

• Recruit, orient, train and provide ongoing supervision and performance management of staff within a unionized environment. Provides conflict resolution and conducts annual performance plan reviews.
• Participate in all disciplinary actions and grievance resolutions
• Participate in committees/meetings as required
• Provides supervision and evaluation of all residential staff whose primary role is carried out within the residence
• Meets with all full-time and relief staff on a scheduled basis and as needed for one-to-one support and supervision
• Develops the shelter team, addressing problems as they arise and promoting teamwork
• Facilitates regular staff meetings to keep staff abreast of agency priorities and to resolve client challenges
• Supports the implementation and facilitation of Embrave Agency to End Violence’s Conflict Resolution Policy and strategy
• Ensures adequate and qualified staff and volunteers to carry out program activities, identifying human resource needs as they arise
• Participates in recruitment and selection activities as required
• Coordinates new employee orientation and training with support from HR
• Supervises the program staff and volunteers, providing ongoing guidance, support, coaching and feedback
• Identifies staff training needs and plan and coordinates training activities that meet needs of staff and program, and ensuring that mandatory training occurs as needed
• Delivers staff training workshops, formal and informal
• Assigns program staff to offer direct day-to-day supervision to students and/or volunteers
• Provides regular supervision to staff, ensuring high standards of client service and ongoing learning and professional development
• Evaluates performance of staff according to agency policies including professional development and disciplinary action up to written warnings; make recommendations to the Chief Executive Officer on progressive discipline as required
• Consults with the Chief Executive Officer in all disciplinary actions and grievance resolutions
• Facilitate weekly staff meetings

External Relations

• Participates in community coalitions and actions as a representative of Embrave Agency to End Violence
• Liaises and network regularly with other social services agencies, social justice agencies, gender-based violence agencies and community groups
• Represents Embrave Agency to End Violence at community committee meetings as delegated by the Chief Executive Officer
• Participates in community education events and provide advocacy as required
• Liaises with community partners and the public and promotes a positive working relationship between Embrave Agency to End Violence and the community

Management Team & Organizational Support

• Participates in Board related committees/meetings as required
• Assists with other duties as required, from time to time, aiding with the efficient operation of agency programs
• Attends regular service management meetings to address program and service issues and collaborates on program initiatives as a member of the Leadership Team
• Participates in Staff Training Days, AGM and Internal off-site events
• Works in accordance with all agency policies, procedures and guidelines; and support the mission, vision and values of the agency
• Meets and/or exceeds the professional standard of the agency in your role
• Contributes to a positive climate for teamwork and a positive workplace
• Promotes the values and mission of Embrave Agency to End Violence
• Ensures adequate and qualified staff and volunteers to carry out program activities, identifying human resource needs as they arise
• Participates in recruitment and selection activities as required
• Recommends program, procedural and policy initiatives and improvements to the Chief Executive Officer
• Participates in professional development on an ongoing basis
• Participates in supervision

Health and Safety

• Ensures cleanliness of shelter is above health and safety standards
• Arranges meeting with health and fire inspector for annual inspections
• Maintains knowledge of Health and Safety legal requirements and helps to ensure Embrave Agency to End Violence is in compliance
• Nurtures a culture that respects and takes responsibility for Health and Safety
• Lead the JHSC as a certified member and ensures compliance with program and policies by all program staff

Qualifications

• Bachelor of social work or psychology and/or equivalent education or a combination of other education and work experience; and a minimum of 3-years related experience providing direct supervision and support to frontline workers
• Registration within the professional regulating body of either the Ontario College of Social Workers and Social Service Workers (OCSWSSW) or the College of Registered Psychotherapists of Ontario (CRPO) in good standing is considered an asset
• 3+ years’ experience supervising in a unionized environment
• Experience working in a social service/social justice organization and within a feminist, anti-racism and anti- oppression, harm reduction and disability justice framework.
• Understanding of gender-based violence as a complex social problem and the intersectionality of sexism, racism, classism, colonialism, homophobia, transphobia, islamophobia, etc. on survivors and their children’s lived experience of violence.
• Excellent verbal and written communication skills
• Demonstrated commitment to and knowledge of community services
• Proven ability in complex case management, crisis intervention and conflict mediation
• Experience and knowledge of working with the justice and medical system as well as other professionals
• Knowledge and expertise in the various counselling techniques, case management, case notes, navigating systems and ensuring clients receive wraparound services to survivors of violence and their children
• Working knowledge of services and resources in Peel Region
• Demonstrated experience with advocacy and partnership development
• Knowledge and experience with Harm Reduction strategies
• Strong supervisory and delegation skills
• Proven ability to multi-task, set priorities, and meet deadlines
• Thrives in a high-paced environment
• Strong data entry skills
• Strong administrative and organizational skills
• Ability to take initiative, to manage multiple tasks with established deadlines and work effectively within a team
• Access to reliable vehicle and current driver’s license (travel between shelters as required and in community as required)

Scope and Accountability

Hours of Work: 37.5 hours per week. Due to the nature of the work and this position, days, evenings, overnights, weekends, and participation in the on-call rotation will be required.

Salary Range:    $73,447.48 to $77,767.92

Full-Time Position

37.5 hrs. per week – the hours of work for this position varies as needed (this may include evenings), including on-call coverage.
